Four levels of review.

A response is not judged in one pass, and no single sort of note will improve it. TenderTools reviews your plan at four levels: Bronze, Silver and Gold for the quality of the writing, and Legal for the requirements the contracting authority set in the documents themselves.

Each level asks more of the text and sharpens the feedback, from notes on the words to observations about the approach as a whole.

The four levels.

Bronze, Silver and Gold read the writing; Legal reads the document against the tender's own rules.

Level Built on What it reviews
Bronze Answer the client's question, and Project-specific. Does the text answer every part of the question, and is it about this project and no other?
Silver SMART, and Evidence. Are the promises concrete and testable, with evidence that proves them?
Gold Distinctive, and Persuasive. Is it unmistakably your answer, and does it stay with the evaluator?
Legal The document requirements in the tender documents. Does the response meet every rule the contracting authority set: format, limits and required parts?

How the levels build.

Bronze, Silver and Gold build on each other. Bronze is the ground: an answer that misses the question cannot be saved by style. Silver stands on it, with promises you can test and proof you can show. Gold stands on both: the answer that is unmistakably yours and stays with the evaluator.

Legal sits beside them, not above them. It is not a rank of quality but a gate: it holds the document against what the tender itself requires, so a strong plan never trips over a format rule, a limit or a missing part.

Feedback that sharpens.

Each level refines the feedback, and it refines it in two directions: down into more detailed notes, and up into more strategic observations. A missed sub-question is a note on the text; a paragraph that could belong to any tender becomes an observation about the approach.

At Silver the notes grow firmer: this promise needs a number, this claim needs proof. At Gold the view widens again: this approach sounds like the competition; this is where the marks are won. Legal reads the document itself, flagging a requirement while there is still time to fix it.

The levels are how the review reports; what it scores against is the 6-factor model, published in full. Every criterion still gets one expected score, on the scale from the tender itself.

Questions, briefly.

Does every criterion get reviewed at every level?+

The writing of every criterion is reviewed at Bronze, Silver and Gold. Legal works at document level: it holds the full response against the requirements in that tender's documents.

Is Legal a score?+

No. Legal is not a rank, it is a check. It flags what is missing or about to be missed, while there is still time to fix it.

How do the levels relate to the 6-factor model?+

Bronze, Silver and Gold group its questions into three depths of feedback. The model stays the standard behind the review; the levels decide how deep the reading goes.
